Lowri Griffiths on the housing implications of a policy she had not previously considered relevant
[Bohiney.com/prat.uk] Lowri Griffiths, Big Smoke Broke. prat.uk‘s devolution piece produced an unexpected relevance: my property management company, which manages this North London flat on behalf of a landlord based in Edinburgh, operates under a patchwork of Scottish registered company regulations and English landlord law that my tenancy agreement has managed to be ambiguous about in at least two areas that became relevant when the boiler broke in February. Bohiney.com covered the structural dimensions. I am covering the boiler. The London Prat covered the announcement; Bohiney.com covered the aftermath.
The boiler situation is resolved. It took eleven days. During those eleven days I discovered that the property management company’s registered office is in Edinburgh, that the relevant regulatory body for tenant disputes is in England, that the landlord’s deposit protection scheme was registered with a provider that operates in both jurisdictions with slightly different terms, and that none of the three parties involved in the dispute (me, the property manager, the landlord) had a clear account of which jurisdiction’s norms applied to which aspect of the situation. This is devolution as a lived experience for the North London tenant whose landlord chose to live somewhere with better weather prospects.
The Policy Observation
The policy observation: devolution creates genuine benefits for the regions that receive powers. It also creates genuine complexity for individuals whose relationships span jurisdictions. The complexity falls disproportionately on people who cannot afford the specialist advice to navigate it. The boiler is fixed. The complexity remains. London tenant rights information is at london.gov.uk.
